Number of Housing Associations in the UK

There are in excess of 1500 housing associations in the UK, most of them represented by the National Housing Federation and registered with the Housing Corporation, a regulatory body accountable to the government. The Housing Corporation has now changed into the Homes and Communities Agency (HCA), and the Tenants Services Authority (TSA). This change came about with the Housing & Regeneration Act 2008.

Not-for-profit

Housing associations are not-for-profit organisations, providing homes that are subsidised through various government grants, especially, the social housing grant administered annually by the Homes and Communities Agency.

 
 

 

Historical Roots of Housing Associations

Housing associations registered with the Homes and Communities Agency are also known as Registered Social Landlords. Most of them can trace their ethical roots back to the philantropic desire prevalent in the late 18th century and early 19th century to assist the government in providing mass housing.

Mass Housing

Mass housing based primarily on charitable funding was designed to help people in low-paid work and the unemployed to gain access to decent housing. Until 1974, local authorities were expected to provide the bulk of mass housing. However, in that year through government legislation, registered housing associations were enabled to approach the Housing Corporation (now the Homes and Communities Agency) for construction grants.

 

Housing Association's Role in Mass Housing

Eventually the powers of local authorities to build new homes were curtailed entirely and housing associations became the vehicle through which subsidised housing was provided to meet the needs of people who have little or no financial means to rent privately or purchase their own homes on the open market. In recent times, the government has agreed to allow local authorities to once again be involved in directly building new homes. This is easier for those local authorities that have not transferred all their housing stock to a housing association, usually known as a Large Scale Voluntary Trust (LSVT).
