Who Sets Your Rent?
Most tenants whose tenancies started before 15th January 1989 hold ‘secure tenancies’ and pay ‘fair rents’. Since 15th January 1989 most new lettings have been made on assured non-shorthold tenancies:

  • Fair rents are set and reviewed by the Rent Officer Service, which is independent of Manningham Housing Association
  • Assured rents are set and reviewed by us once a year, normally on the first Monday in April.   

How Are Rents Set? 
Your rent is set according to a Government formula that came into force on 1st April 2002. The Government wants rents to be affordable, accordingly the weekly rent that you pay is based on the value of the property that you live in, whilst taking into account the level of average earnings in the region. The Government formula creates what is known as “target” rent. Housing Associations are required to keep reducing their rent until they achieve the Government’s target rent. They have up to 2012 to achieve this.

Accordingly, Manningham Housing is pursuing the implementation of the Government’s target rent to ensure that our rents:

  • Become fairer and less confusing to tenants
  • Reflect the size, location and condition of every home
  • Become similar for properties of a similar size, location and condition
  • Remain affordable in the future

Accordingly, in the interim, some rents will rise and some rents will fall, but average rents for all our properties will only increase over the next 10 years by around the rate of inflation plus 0.5% per year.
